As part of its strategic expansion in sexual and reproductive health (SRH) programming, AFI seeks to engage a qualified consultant/consultancy firm to develop three high-quality, competitive funding proposals in response to active calls for sexual and reproductive health rights proposals between April and December 2026.
- Purpose of the Assignment
The purpose of this consultancy is to design and write three comprehensive, donor-ready proposals focused on Sexual and Reproductive Health (SRH), aligned with AFI’s strategic priorities and the requirements of identified funding opportunities.
- Scope of Work
The consultant will:
- Review AFI’s reports under the Sexual Reproductive Health Project.
- Conduct desk research and, where necessary, consult key staff to contextualize interventions.
- Develop three complete proposals (including all required annexes based on templates developed by AFI), on the following thematic areas:
- Family planning uses social and behaviour change communication (FP-SBCC) interventions in the refugee settlements
- Menstrual period hygiene and sanitation support to women of reproductive age
- Adolescent and Youth Sexual Reproductive Health (preventing teenage pregnancies, life skills & empowerment of girls, prevention of child marriage).
- Reproductive health systems support and strengthen, focusing on human resources and family planning medical supplies.
- Develop logical frameworks/results frameworks with clear indicators and targets.
- Prepare detailed budgets and budget narratives (in collaboration with the AFI finance team).
- Integrate cross-cutting issues, including:
- Gender equality and inclusion
- Climate resilience linkages (where relevant)
- Safeguarding and PSEA
- Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Ensure compliance with specific donor guidelines and formatting requirements.
- Revise proposals based on feedback from AFI management and technical teams.
- Send the proposals under different application calls.
- Work Arrangements
The following are work arrangements to ensure the successful delivery of the assignment. The consultant(s.)
- Is expected to work from their own office premises.
- Must ensure that they can work in the two refugee settlements of Kiryandongo and Imvepi in Uganda.
- Must be flexible and be able to accommodate any changes to the tasks and timeline.
- Must use its own equipment and resources to deliver the tasks set out under the Scope of Services.
- Deliverables
The consultant is expected to:
- Deliver three complete donor-ready proposals (technical narrative, log frame, workplan, M&E framework, and budget).
- Deliver final revised versions incorporating AFI feedback.
- Submit editable soft copies of all documents.
- Submit the proposals to active calls between April and December 2026.
- Duration of the Assignment
The consultancy is expected to run for 1 month, subject to donor deadlines and scope refinement. A detailed timeline will be agreed upon during contract signing.
- Required Qualifications and Experience
The consultant should possess:
- Advanced degree in public health, reproductive health, gender studies, development studies, or a related field.
- Minimum of 10 years’ experience in proposal development for international donors.
- Demonstrated experience in sexual and reproductive health programming.
- Proven track record of successful proposals funded by institutional donors in the field of reproductive health (e.g., UN agencies, EU, bilateral donors, foundations, international NGOs).
- Strong knowledge of results-based management and logical framework approaches.
- Excellent analytical and writing skills in English.
- Experience working in humanitarian or refugee contexts is an added advantage.
- Being an established consultancy firm focusing on health resource mobilization is an added advantage.
- Reporting and Supervision
The consultant will report directly to the AFI head of programmes and will work closely with the program, finance, communication, and MEAL teams.
- Payment Terms
Payment to the consultant will be milestone-based in 02 installments.
- 40% upon submission of first drafts
- 60% upon submission and approval of final proposals
- Taxes related to the consultancy services will be deducted and remitted to the relevant regulatory bodies.
- Confidentiality
All documents, data, and materials produced under this consultancy remain the property of AFI. The consultant shall not share or reproduce any materials without prior written consent.
- Application Requirements
Interested consultants should submit:
- Technical proposal (approach and methodology) detailing their understanding of the TOR and how they plan to execute the assignment.
- Financial proposal (total cost)
- CV highlighting relevant experience
- At least two samples of previously developed SRH proposals
- Contact details of three professional referees
